Project Status

Transportation System Plan Update

OPEN HOUSE:  Thursday, February 11, 2010 at 6:00 pm in the Community Auditorium


Draft copies of the Transportation System Plan (TSP) have been prepared by the City’s consultant and are currently under review.  A draft copy is available at the City Engineering Department.  Several steps are required before the TSP can be finalized including:

  • Further City Staff Review
  • Final Project Advisory Committee Recommendation Meeting
  • City Council and Planning Commission Work Session
  • Oregon Department of Land Conservation and Development Review Period
  • City Council and Planning Commission Adoption Process

The City of Forest Grove's Transportation System Plan has been undergoing an update process to keep consistent with recent growth trends in the City and other transportation planning efforts in the region.  Major outcomes of the TSP update will include the following changes:

  • Extends the planning horizon to 2030
  • Identifies the most valuable transportation system improvements that can be reasonably funded over the next 20 to 25 years
  • Refreshes the capital project list for all transportation modes

Several public meetings and work sessions have been held to share findings and collect input to the plan update process.  The venues for public involvement included City Council and Planning Commission Sessions and the TSP Project Advisory Committee (PAC).  The PAC has addressed goals and policies related to transportation in Forest Grove, transportation needs by mode (motor vehicles, bicycle, pedestrian, transit, other modes, etc.), strategies for choosing alternatives, and review of transportation alternatives.  The PAC also has reviewed land use information, travel demand forecasting issues, and coordination with adjacent jurisdictions.

Following are graphical summaries of some of the elements of the TSP update that have been the main areas of discussion throughout the process:

Map 1 – This graphic resulted from several feedback sessions as to important local access concepts along Highway 47.

Map 2 – This graphic resulted from several meetings with ODOT that focused on the idea of balancing local circulation access and the need to maintain highway capacity along Highway 47.  Several local roadway extension concepts are also presented.

Map 3 – This graphic shows another access balancing idea on Highway 47 using a concept of timed signaling and presents several local roadway extension ideas. Analyses of these concepts have not been completed.

Map 4 – This graphic shows another concept of local preferred access to Highway 47 using more signals.

Water Master Plan
The primary purpose of the City of Forest Grove's Water Master Plan is to develop a future picture of the City's water supply needs, required infrastructure to meet those needs, and a plan to achieve those needs over a forty-year time horizon.

The City of Forest Grove and HDR Engineering, Inc., are currently gathering and reviewing existing information, preparing a hydraulic model, and developing the water demand forecast. The project will be completed by April 2010 with early capital improvement guidance by March 15, 2010.

This information has been developed to keep the community and interested stakeholders informed and involved with the project's progress. Please continue to visit our website for future updates.

Downtown Pedestrian Improvement Project
The City has received additional funding for the Town Center Pedestrian Improvements Project and will be extending the improvements over several more blocks. The improvements include replacing sidewalks and installing decorative lighting, benches, bicycle racks and trash receptacles. The blocks chosen for these improvements are 'A' Street, College Way between Pacific Avenue and 21st Avenue, and the west side of Ash Street between 19th Avenue and Pacific Avenue. The Town Center Pedestrian Improvements Project is 95% complete with some remaining sidewalk infill areas and new street lights to be installed. 18th Avenue
This project included installation of sidewalks along 18th Avenue between Hawthorne Street and Maple Street in the vicinity of Joseph Gale School. Construction has been completed for this project.

'A' Street Public Improvements
This project included improvements on a portion of 'A' Street between 23rd Avenue and 26th Avenue that currently does not have sidewalks or curbing. The project also included installation of storm sewer improvements along the new sidewalk, curbs, driveways and asphalt paving. The improvements have been completed.
