Amendments to Public Rights-of-Way Use Ordinance Scheduled for Council Action

The City of Forest Grove is considering several amendments to the Sign Ordinance and Right-of-Way Use Permit Ordinance. These amendments would revise the standards for Off-Premise Signs and Temporary Signs.  

Language would be added to both Ordinances to define Tourist-Oriented Businesses.  These types of businesses (such as museums, historic sites, bed-and-breakfast inns or restaurants) meeting certain requirements could benefit from having a sign placed along either Pacific Avenue or 19th Avenue. Each tourist-oriented business would have to be located a minimum of two blocks north of Pacific Avenue or south of 19th Avenue to be eligible.  Each business would be allowed one such off-premise sign within the public right-of-way. The area of the sign and its placement would be regulated by the City's Public Works Director.

Language would also be added to both Ordinances to allow and regulate the use of temporary signs such as real estate open house signs.  Each event would be allowed up to two off-premise signs in the public right-of-way.  They would be permitted over a weekend from Friday noon until the following Sunday at 6 pm.

The schedule for public hearings to adopt the two ordinances is as follows:

  • May - public review and comment 
  • June 13 - City Council public hearing and ordinance adoption
  • July - Planning Commission public hearing to amend development sign code.
