Budget Process

The budget process followed by the City of Forest Grove complies with Oregon Local Budget Law which was established by the State of Oregon under Oregon Revised Statutes. The process and calendar of events leading to the adoption of the budget are generally as follows:

December to January

  • Budget Calendar and Department, Instructions Created
  • Forecasts updated through end of December

January to February

  • Departments prepare and submit budgets for Internal Review
  • CIP Updates and Revisions

February to March

  • Department meetings with Executive Management
  • Proposed Budget Documents Prepared

April to May

  • Prepare Budget Presentation for Committee
  • Submit to Budget Committee for Approval


  • Submit to City Council for Approval
