City Council Goals and Values
Each year the governing body sets broad goals to help guide City administration and departments as they plan for the upcoming budget year. The goals and objectives provide critical direction to staff regarding resource allocation for the budget and annual work plans.
Additional Information
The City Council adopted its goals for Fiscal Year 2025/2026 at the regular meeting on Monday, February 24, 2025. These goals stemmed from the Council's retreat on January 18, 2025, and a subsequent work session on January 27, 2025 and February 10, 2025. 2025/2026 City Council Goals
Goal Objectives
- Initiate policy discussions on an urban reserve growth strategy.
- Update and adopt the Economic Opportunities Analysis and the Economic Development Strategic Plan.
- Update, adopt, and implement the Comprehensive Plan.
- Develop and publish an Accessory Dwelling Unit (ADU) toolkit.
- Clarify strategic direction for downtown redevelopment and partnerships.

- Proactive and strategic planning that meets community needs.
- Robust business community.
- Environmentally sustainable policies and programs.
Goal Objectives
- Adopt a 2040 Vision and Action Plan.
- Hold a work session to discuss DEI policies and programs.
- Evaluate funding options and implement the Urban Renewal Plan.
- Develop a community academy.
- Evaluate City Council accessibility and compensation options.
- Evaluate staff capacity in administration and parks maintenance.
- Create a parking demand management plan.

- Community growth and enhancement that considers the needs of the diverse community.

- Complete alternatives analysis for a northern fire station and select a preferred alternative.
- Pass the Police Station Bond Measure.
- Implement public safety response times dashboard.
- Identify code updates to improve code enforcement services.

- Plans that support consistent community safety services that align with projected City growth.

- Complete the Parks and Recreation Fee Study and develop a long-term funding structure for the "fun for all" fund.
- Complete the concept plan for an Eastside Park.
- Update the Parks, Recreation, and Open Space Master Plan.
- Complete the concept plan for Kyle Park.
- Develop the Forest Grove Loop Trail Master Plan.

- Increased quality of life for a happy and healthy community.
- Fiscal sustainability for maintenance and operations.
- Accessible recreation opportunities for all ages and abilities.
