The Oregon Constitution gives City voters the right to adopt Home Rule Charters. A Charter grants legal authority to a City government. A Charter sets the duties of the Mayor and Council and creates the office and duties of the City Manager.

The City Charter is comprised of eleven (11) members. At least two members shall reside in each of the four quadrants of the City (northeast, northwest, southeast, southwest; using Main Street and TV Highway as the delineating boundaries.) The remaining three members shall be at large.
