Making TV Highway in Forest Grove Safer and Easier to Use
The City of Forest Grove, in partnership with ODOT, is developing an Access Management Plan for the Tualatin Valley (TV) Highway. This plan builds on the East Forest Grove Safety Improvement Plan, which identified access management as a key tool to make TV Highway safer and easier to use for everyone.
This project is partially funded by a grant from the Transportation and Growth Management (TGM) Program, a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development.
Project Area
The project area covers a two-thirds-mile section of TV Highway from OR 47 and Quince Street to 1st Avenue, near the Forest Grove–Cornelius border. The corridor includes 36 properties with shops, offices, apartments, assisted-living homes, and the city’s largest manufactured-home community.
Why This Work Matters
Access management helps with the planning and design of driveways and side streets that connect to the highway. This plan will evaluate strategies to improve safety and traffic flow by reducing conflict points and managing turning movements. Specifically, it will:
- Improve safety and mobility for everyone walking, biking, driving, and using transit
- Reduce crashes and conflicts through smarter access design
- Keep traffic flowing smoothly while supporting local business access and community growth
- Protect public investments in the roadway and nearby infrastructure
- Create a calmer, more attractive corridor that aligns with ODOT, Metro, and the Forest Grove Forward 2040 Vision Plan, and the East Forest Grove Safety improvement Plan by advancing safety and walkability.

La Ciudad de Forest Grove, en colaboración con el Departamento de Transporte de Oregon (ODOT por sus siglas en inglés), está desarrollando un Plan de Gestión de Accesos para la Autopista del Valle de Tualatin (o TV Highway). Este plan se basa en el Plan de Mejora de la Seguridad del Este de Forest Grove, que identificó la gestión de accesos como una herramienta clave para que la Autopista TV sea más segura y fácil de transitar para todos.

El área del proyecto abarca un tramo de dos tercios de milla de la autopista TV, desde la OR 47 y la calle Quince hasta la 1ª Avenida, cerca del límite entre Forest Grove y Cornelius. On May 12, 2025, the Forest Grove City Council adopting Ordinance 2025-01 amending the Forest Grove Comprehensive Plan (Plan) to replace the City's 2019 Economic Opportunities Analysis (EOA) with the 2025 EOA and adding the 2025 EOA to the Plan as an appendix.
Generally, the EOA assesses the short-term (5-year) and long-term (20-year) demand for employment lands. Employment lands include sites zoned for commercial, mixed-use and industrial uses. The EOA also compares employment land demand with available supply of land for employment uses that is undeveloped or partially developed with further development or redevelopment potential.
A key component of the EOA is identification of target employment and industry sectors with potential to locate in Forest Grove because of Forest Grove's economic advantages and supply of suitable sites for business and industry activities.

Have you noticed downtown Forest Grove does not have a dedicated area for community events? City planners are working on this by creating a blueprint for converting 21st Avenue, from College Way to A Street, into a shared use "festival street." In short, a festival street provides safe and inviting access for pedestrians, cyclists and cars while also serving as a transformational community event space. In addition to hosting festivals and events, festival streets provide options for outdoor dining, markets, general mingling, and entertainment.
The idea of dedicated downtown open space area goes back to at least the 1997 Town Center Plan. Since then, the idea has been carried over to other plans including the 2014 Forest Grove Urban Renewal (Tax Increment Financing) Plan. Now that there's a tax increment financing plan that includes downtown Forest Grove there's a potential source of funds to make the festival street a reality.

The U.S. Department of Interior approved the City's nomination to designate downtown Forest Grove as a National Register Historic District. If approved by the Forest Grove City Council the amendment will add the district into the Forest Grove Comprehensive Plan.
The Forest Grove Planning Commission is expected to hold a public hearing on the proposed amendment and make a recommendation to City Council on Monday, March 20, 2023 at 7 pm. The Forest Grove City Council is expected to consider the Planning Commission's recommendation on Monday, April 10, 2023, and Monday, April 24, 2023. All meetings are held in the Forest Grove Community Auditorium located at 1915 Main Street. All persons are allowed to comment on the proposal.

The proposal is for total demolition of a Historic Dwelling, located at 2121 16th Avenue and identified as the “Edward Burns House”. Proposal
Proposal
The project proposes the development of a data center campus in multiple phases. The subject site is currently a vacant grass field that gently slopes from northeast to southwest and has historically been used for agricultural purposes. The first phase of the project will involve the construction of Building 1 and associated access, parking, landscaping, lighting, stormwater, utility infrastructure, construction staging, and frontage street improvements. These improvements will serve the proposed use in accordance with the City of Forest Grove development codes and standards. Building 2 and a substation are planned for future phases of the project. However, rough grading of Building 2 and the substation are planned with the initial phase to support construction staging for Building 1 (rough grading phased based on wetland fill permitting).

- “Project A” improvements: This project is designed to expand the packaging function of the current production area and connect it to the new warehouse. This project will be a 19,400 SF footprint. At the interior, rooms will be separated with interior insulated metal panels (IMP). The slab will be sloped to a continuous trench drain system at the cart wash section. The maintenance area will have several drive-in oversized overhead doors to allow for large equipment to move in and out of the building. This project is expected to begin spring 2025 and expected to be complete winter 2025.
- “Project C” improvements: This project is designed to expand the dock area, freezer area, thaw area, season mix area and offer an isolated restroom area for truck drivers. This project will be a 37,000 SF footprint, with 13,200 SF of new office and employee services area. The exterior wall panels are planned to be prefabricated concrete, with rigid insulation within the two concrete panels. At the interior, production side of the wall, it is planned to have a three layer fiberglass system to provide a hygienic, food safe surface. This portion of the expansion is estimated to begin in 2027.
- Future Corporate Office: This project will house future corporate staff and consist of three stories, conference rooms, open office for the various departments, a rooftop balcony and other employee perks. It is planned to be approximately 32,000 SF. The timing for this construction will come on the heels of Project C currently estimated to begin 2028 and complete in 2029.
- Future Ovens & Employee Services: This project is the final build of at this site. It is planned to expand the ovens and add more employee services. It is estimated to add 12,700 sf of production area and 10,800 SF of employee service area for lockers, smock up and lunchroom areas. This project is currently estimated to begin in 2030.
